First, I am not a libertarian. However, I this discussion is of
interest to me.

When you join a homeowner's association through property purchase, you
and the association enter a contract. This contract can not be
changed easily; there are rules describing the procedure necessary for
contract changes.

Each US citizen also has a contract with each of the governing bodies:
cities, counties, states, and federal government. In the case of the
Federal government, it is the US constitution.

The US constitution assigns specific enumerated powers to the Federal
Government. According to the Xth Amendment, ALL OTHER powers are
reserved for the States OR the people. Health Care is not in the list
of enumerated powers. If you don't like it, the US Constitution can
be changed, BUT there is a very specific procedure for implementing
this change.
