You missed the whole point of the post, the statement that Buffet is "for a
progressive taxation on wealth". Obviously there is no tax on current
wealth. Buffet could voluntarily pay all the taxes he wants to, but he does
not. If he truly feels so strongly about the issue of taxing wealth Buffet
can start paying the taxes he wants everyone else to pay just by selling
significant amounts of Bershire Hathaway each year. He can then buy most of
it back with his after tax money.
